The sites can spawn anywhere within 4AU of a planet but your scans may not pick them up first time. The best thing you can do (as in the guide) is drop quests for the type you're searching for at every planet, if the inner planets overlap (so you can't drop the probe, try using midwarp bookmarks to get as good a coverage as you can get. When you have 100% or near as possible coverage of the system with probes just keep scanning it'll eventually show. You could try boosting the scan strength skill as well which would give you a better chance of actually finding the site with a smaller number of scan analyses.

Didn¦t find teh plex after 2 days of scanning the system.
at the cluster plaents i dopped quests at each planet, destroyed them after 4 scans and moved to the next planet within the 4 au range.
guess i¦m was just unlucky as hell.
I experienced the same in another system. also a ladar sig, but after hrs of scanning i found nothing.
Today i scanned a system which contained a LADAR, RADAR and Unknown sig.
Dropped a bunch of LADAR quests (i¦m not scanning for radar sites cause i have no hackingskills) found a sig. chased it down, and it turned out to be a plex called "serpentis base".
Since i knew there were at least 1 other scannable sig with LADAR quests (remember 1 unknown and one LADAR sig) i only destroyed teh probe which found something already. and scanned again.
Luky me. i¦ve had gotten a result after the first scan :)
Tracked it down, and it was also a plex called "serpentis base".
after checking the plexes with an alt i decided to give it a try. so i grabbed my cerb and done the first plex.
which was pretty easy.
2 stages and only a small bunch of NPC¦s.
Plex 1 ended without a result.
So i've checked the sencond plex, but it was already sone by some1 else. but since it was still there, it wasn¦t "finished" yet.
so i warped to the 2nd stage and saw teh 'trigger' called "sepentis armory" still there.
Killed it shortly before dt. and i triggered an escaltion (sorry for the dude which 'done' the plex before)
Now i wonder what the outcome of this escalation is.
But i learned something really improtant now.
Just keep blowing up everything in a plex. it could trigger something
